Bürokrasiyi toplumsal ve siyasal boyutuyla ele alan kuramsal yaklaşımlar

Abstract

Kamu Yönetimi yazınında bürokrasi çalışmaları verimlilik ve denetim sorunsallarında yoğunlaşmaktadır. Bu tartışmalar bürokrasinin toplumsal ve siyasal ilişkilerdeki yerini incelememektedir. Oysa bürokrasinin, toplumsal boyutuyla birlikte ele alınması bürokrasiye odaklanan çözümlemeleri zenginleştirecektir. Buna müsait olan ve bürokrasiye odaklanan farklı kuramsal dayanaklar bulunmaktadır. Çalışmada bürokrasinin toplumsal boyutu, bürokrasinin Liberal, Weberci ve Marksist kavranışları biçiminde gruplandırılarak tartışılacaktır.

In the boundaries of the public administration literature, the studies focusing to the bureaucracy mostly concentrate on two main issues, namely efficiency and control. The literature, for the most part, has not preferred to deal with the social and political extent of it. However, there are also different theoretical approaches prompting to enrich the studies by comprehending the bureaucracy with its social and political facets. In this study, we assert to group and disscuss these facets as liberal, weberian, and marxist conception of bureaucracy.
