Estimates are conducted using panel data methodology for the 2007-2021 period covering 81 provinces. The results indicate the presence of the flypaper effect in the provinces within the scope of the research and that this effect continues when political variables are included in the analysis. The significant increase in municipal expenditures before election periods supports the approaches of political business and budget cycle.
