    Küme kapsama ve P-medyan yöntemleriyle afet lojistik depo yer seçimi: Çorum ili uygulaması

    This study develops a two-stage integrated mathematical model for disaster logistics warehouse location selection. The proposed model is applied to determine the optimal locations for storing emergency relief materials in the central neighborhoods of Çorum province after a disaster. In the first stage, a set covering model is employed to determine the minimum number of disaster logistics warehouses and their locations to cover all demand points (neighborhoods). In the second stage, a p-median model is applied to minimize the weighted total distance between demand points and warehouses. Five scenarios with different coverage distances (1, 2, 3, 4, and 5 km) are developed and analyzed. The findings show that as the coverage distance increases, the required number of warehouses decreases. While 12 warehouses are needed for a 1 km coverage distance, only 2 warehouses are sufficient for 5 km. However, the reduction in the number of warehouses increases the weighted total distance between demand points and warehouses, potentially extending disaster response time. The weighted total distance values increase significantly as the coverage distance increases. This value, which is 84.04 units in Scenario 1, reaches 63,299.59 units in Scenario 5. The study results suggest that the optimal balance point could be Scenario 2 (2 km coverage distance, 8 warehouses) or Scenario 3 (3 km coverage distance, 5 warehouses). These scenarios include a reasonable number of warehouses while providing an acceptable level of service. The developed integrated model presents a multidimensional approach to the disaster logistics warehouse location selection problem by simultaneously addressing both coverage efficiency vi and distance optimization. The findings of the study are expected to contribute to disaster preparedness planning for Çorum province and provide a methodology that can be applied in similar medium-sized cities.
