dc.description.abstractIn this study, the existence of the flypaper effect in T & uuml;rkiye is evaluated within the scope of the political business cycle approach by taking into account the effects of both election periods and the political relationship between central and local governments. Estimates are conducted using panel data methodology for the 2007-2021 period covering 81 provinces. The results indicate the presence of the flypaper effect in the provinces within the scope of the research and that this effect continues when political variables are included in the analysis. The significant increase in municipal expenditures before election periods supports the approaches of political business and budget cycle. On the other hand, the significant increase in expenditures when the majority of a province's population is governed by a mayor from the ruling party reveals results contrary to the weak government hypothesis.
