dc.description.abstract	Turist için risklere karşı korunacağından şüphe duymamak değil, risklerle yüzleşmeyeceğinden emin olmak daha önemlidir. Türkiye’de turizm sektörünün 2016 yılında belirgin şekilde yaşamaya başladığı krizde bu gerçeğin etkisi vardır. Özellikle son dönemlerdeki terör eylemleri nedeniyle “güvenlik sorunu bulunan bir ülke” olarak etiketlenmiş olan Türkiye’de turizm politikaları Türkiye’ye turist gönderen ülkelerin, acentelerin ve turistlerin “güvenlik algılarının yönetilmesi” hedefine yönelik çözümler içermelidir. Ancak bürokrasinin ürettiği standart ve merkeziyetçi güvenlik politikaları etkili çözümler geliştirilmesini engellemektedir. Güvenlik hizmetleri “daha fazla görünürlük” sergileyerek sunulduğunda ise güvenlik algısına olumsuz etkide bulunmaktadır. Bu nedenle “özgün güvenlik ihtiyaçları” ışığında “özgün güvenlik konseptleri” geliştirilmelidir. Demokratik yaklaşımlar ise güvenlik hizmetlerinin etkililiği için önemli görülmelidir
dc.description.abstract	For tourists, it is more important to be sure about not to encounter risks than to be sure that they will be protected against these risks. This fact has an influence on the crisis that the tourism sector has prominently started to experience in Turkey in 2016. In Turkey, where there is problem of security because of the terrorist attacks especially in recent times, the tourism policies should offer solutions to the aim of “managing the security perceptions” of tourists, tour agents and the countries that send tourists to Turkey. Nevertheless, the centrists and ordinary security policies of the bureaucracy hinder to develop effective solutions. When the security services are presented with the understanding of “more visibility”, the perception of security will be influenced negatively. Therefore, “the authentic security concepts” should be developed in the light of “the authentic security needs”. Moreover, the democratic approaches should also be considered necessary for the effectiveness of security services.
