Özet
Bu çalışmada II.Meşrutiyetin ilanından (24 Temmuz 1908), İttihatçıların Bab-ı aliyi basmasına kadar (23 Ocak 1913) olan dönemde çıkarılan hukuki metinlerde siyasi af konusu incelenmiştir. Meşrutiyet döneminde af konusu, komitacılık ve çetecilik hareketlerinin engellenmesi veya yok edilmesi amacıyla gündeme geldiği için kısa da olsa komitacılık ve çeteciliğin sebep ve sonuçlarını üzerinde durulmuştur. Yine af konusunun da kısa tarihçesinden söz edilmiştir. Konuyu, bu dönemde çıkarılan düsturlar ve Mebusan Meclisinin Zabıt Cerideleri taranarak ortaya konulmuştur. Konu ikinci el kaynaklarla desteklenmiştir.
In this study, the political amnesty within the legal documents which were published between the announcement of the Second Constitutionalist Period (July 24th 1908) and the raid of Bab-ı Ali by the resistance movement (January 23rd 1913) have been researched. Because during the Constitutionalist Period, the subject of amnesty was brought to the light in order to prevent or abolish the banditry and gangsterism activities, some information regarding the causes and effects of banditry and gangsterism have also been provided. Also, a summary of the history of the subject of amnesty has been included. The subject has been demonstrated by scanning the memorandums and official report bulletins of the Chamber of Deputies which were published at the time. The information obtained was also supported with secondary sources.
