Özet
Suyun, atmosfer ile yeryüzündeki yolculuğu tüm canlılara hayat vermektedir. Su döngüsü olarak ifade edilen ve yüzyıllardır devam eden bu yolculuk; endüstri devrimi ile başlayan toplumsal ve ekonomik dönüşümler sebebiyle çıkmaz bir sona doğru ilerlemektedir. Su sorunlarının temelinde, birikimli bir ilerlemenin ürünü olarak küresel ısınma ve kuraklık gibi doğal olguların yanı sıra ekonomik büyüme, tüketim alışkanlıklarının değişmesi, fosil yakıt kullanımının artması, nüfus artışı, kirlilik gibi insan faaliyetleri yer almaktadır. Bunun yanı sıra siyasi ve ekonomik kararlar ile plansız su yönetimi politikaları su sorunlarına zemin hazırlamıştır. Ekonomik ve sosyal dönüşümler en fazla sucul ekosistemlerin zarar görmesine sebep olurken, başlangıçta yerel olarak gözlemlenen etkiler, zamanla küresel bir boyut kazanmıştır. Küresel su kıtlığı tehlikesi, su kullanımı ve yönetiminde verimliliği sağlamak için bir takım alternatif yöntemlerin geliştirilmesini zorunlu kılmıştır. Sanal su ticareti kavramı alternatifler arasında en dikkat çeken yöntem olarak karşımıza çıkmaktadır. Bu bağlamda sanal su ticareti; ülkelerin ticarete konu olan ürünlerin üretiminde, su kullanım yoğunluklarını dikkate alarak, su zengini ülkelerden su fakiri ülkelere doğru bir akış sağladıkları takdirde, su varlıklarını koruyabilecekleri tezine dayanmaktadır.Bu tez çalışmasında, suyun tüm canlılar için taşıdığı önemden hareketle; küresel su sorunlarının sebepleri, suyun ekonomik, stratejik, politik önemi ve su sorunlarına paralel olarak gelişme gösteren su hakkı kavramı ile uluslararası sanal su ticareti incelenecektir. Bununla birlikte Türkiye'nin hidropolitik öneminden bahsedilecek ve belirlenen ürünler üzerinden sanal su ticareti değerlendirilecektir.
The journey of the water in the atmosphere and on the ground of the earth vitalizes all creatures living on the planet. This journey, which has been defined as water cycle, has been continuing for ages. But now it is heading through a dead end because of the industrial revolution. As a result of cumulative progression, global warming and drought constitute the base of the water problem. Also human effects damaged the water cycle like economical improvements, alteration of consumption customs, increasing decisions with uncoordinated water management policies formed the basis of the water issue. Economical and social transforms motly damage the aquatic ecosystems.The risk of drought forced the improve alternative methods to provide water usage and management productivity. Virtual water trade is the most marked method among the other alternative ways. In that case virtual water trade rely on the discourse that if the countries, has poor water resources, can conserve water assets properly. In this dissertation water rights and international virtual water trade are going to be examined on causes of global water issues, political, economical and strategic importance of the water, based upon the importanceof the water on living creatures. Also hydro-politic importance of Turkey is going to be mentioned and virtual water trade is going to be evaluated via determinated products.
