dc.description.abstractThe aim of this paper is to examine whether a centralized education having fundamental problems provide educational attainment or not. My hypothesis is as follow: New technologies couldn't contribute to education in the statist systems which don't have pluralism, diversity and competition. Turkish education system must be privatized before investing technologies. There is no contribution of new technologies to education unless pluralism and competition exist.
